W. 3rd Avenue Sidewalks between Edgehill Road and Doten Avenue

Description and Benefits:

This project is a collaboration between the departments of Public Service and Public Utilities. The effort will add sidewalks to the north side of 3rd Avenue between Edgehill Road and Doten Avenue and parallel the updating of sanitary sewer lines along 3rd Avenue. The sidewalks will be an extension of those built in 2017 between Edgehill and Olentangy River roads. Americans with Disabilities Act-compliant curb ramps will be installed at intersection crossings as needed.

Estimated Schedule:

Central College Road and Harlem Road Intersection Improvements

Central College Road and Harlem Road Intersection Improvements

Description and Benefits:

This project will widen Central College Road in both directions at Harlem Road in order to add eastbound and westbound left-turn lanes. New traffic signals will be mounted at the intersection. The project will also install new storm sewer lines and extend City of Columbus water main lines through the project area, connecting two existing lines.

Hamilton Road Phase A

Description and Benefits:

This project is one of multiple phases of improvements to the North Hamilton Road corridor from Morse Road to East Dublin Granville Road. This project will increase vehicular capacity and upgrade the pedestrian system.

This phase includes:

  • A second through-lane in each direction on North Hamilton Road from Morse Road to approximately 500' north of Menerey Lane/Preserve Boulevard
  • A second through lane in each direction on Morse Road from North Hamilton Road to approximately 1,200' east of North Hamilton then transitioning to a three lane section terminating at Trellis Lane/Underwood Farms Boulevard
  • A shared use path on the north side of Morse Road and the east side of Hamilton Road for the entire project limits
  • Sidewalks on the south side of Morse Road and the west side of Hamilton Road for the entire project limits
  • Street lighting, street trees, and curb and gutter

Hamilton Road Extension

Description and Benefits

This project will widen Central College Road for development of turn lanes at the Hamilton Road intersection and at the intersection of High Rock Drive. Hamilton road will be widened to the south of Central College Road and will be extended approximately 1,100 feet to the north of Central College Road. A new traffic signal installation will be installed at the intersection of Hamilton Road and Central College Road. Sidewalk and a shared use path will be installed along the extension of Hamilton Road. Street lighting will be installed along the improvement limits. A new waterline will be installed along the Hamilton Road extension.

Hamilton Road-I-70 to Refugee Road

Project Scope: This project will upgrade the roadway, sidewalk, bikeway facilities, lighting, and storm water facilities within the City of Columbus right‐of‐way in the Eastland Area along the Hamilton Road corridor. Hamilton Road will be widened to provide an additional southbound through lane from Kimberly Parkway/Kingsland Avenue to Groves Road. Additional intersection improvements are also included. Hamilton Road will be resurfaced for the full limits.

Combination curb and gutter will be installed along the full limits of Hamilton Road. Concrete walk shall be installed on the east side of Hamilton Road and a shared use path on the west side. Bio retention cells will be installed in select areas to provide storm water quantity/quality. Service roads with poor pavement conditions will be resurfaced. Existing signals will be replaced with new signals at the Hamilton intersections with Eastland Square Dr., Refugee, S.

Eastland, N. Eastland, Macsway, Kimberly Parkway/Kingsland Avenue, and Groves. Two existing structures providing crossings over Miller Ditch are within the limits of the project. The Hamilton Road structure will be replaced with a new structure accommodating the proposed improvements. The Groves Road structure will be extended as necessary.

About the High Street Streetscape Improvements Project

Spanning the High Street corridor from the Greater Columbus Convention Center through the Short North Arts District and into the south end of the University District to 9th Avenue, this project creates a safer, more walkable and even more inclusive neighborhood.

This project will provide replace the existing traffic signal at the intersection of Long Street at Jefferson Avenue with a new decorative mast arm traffic signal. The intersection will be upgraded to full ADA compliance. This project is part of Signals - General Engineering 2018 Contract.

Karl Road at Northland Park Ave

Description and Benefits:

This project consists of installing a traffic signal at the T-intersection of Karl Road at Northland Park Avenue. The signal will be designed with strain poles, span wire, and radar detection. Striping modifications will be made as needed. The intersection will be upgraded to full ADA compliance. Interconnect facilities will be installed to connect the proposed signal to the existing system. DOP distribution and street lighting relocations are anticipated.

Lazelle Road Improvements

Description:

The city of Columbus and the Ohio Department of Transportation (ODOT) are collaborating to improve Lazelle Road between High Street and Worthington-Galena Road. The project will be done in three phases and widen parts of Lazelle Road to accommodate the addition of left-turn lanes and include other upgrades to improve safety for pedestrians and bicyclists. The project is subject to the availability of funding, and will include:

Lazelle Phase A & B: US 23 to Sancus Boulevard including roundabout at South Old State Road

  • Reconstruction of roadway and widening Lazelle Road for additional lanes.
  • 2 EB & 2 WB lanes with a center turn lane east of the roundabout.
  • 1 EB & 1 WB lane with a center turn lane west of the roundabout.
  • Relocation of South Old State Road at its intersection with Lazelle Road including construction of a roundabout.
  • Reconstruction of the CSX & Norfolk Southern railroad bridges over Lazelle Road.
  • Installation of a new traffic signal at the Flint Road & Lazelle Road intersection.
  • Addition of sidewalks on the south side and a shared-use path on the north side of Lazelle Road in addition to curbs, gutters, and curb ramps.
  • New drainage, pavement markings, street lighting, and landscaping.

Livingston Avenue and Barnett Road Intersection Improvements

Project Scope: The city of Columbus and the Ohio Department of Transportation (ODOT) are collaborating to improve the intersection of Livingston Avenue & Barnett Road. The planned features will reduce traffic congestion, improve safety and provide pedestrian accommodations. COTA has a park & ride at the intersection. Barnett Community Center and the Livingston Public Library are just off the intersection.

Current plans include:

  • Widening Barnett Road in order to add left-turn lanes
  • Building sidewalks on both sides of Barnett Road up to the first driveway at intersection of Barnett Park & Johnson Park
  • Replacing Americans with Disabilities Act-compliant curb ramps
  • Upgrading traffic signals, signage, pedestrian countdown timers and push-button signals at crosswalks

Medina Ave - Roadway Improvement Projects

Description and Benefits:

This project will reconstruct Medina Ave from Hudson St to Briarwood Ave, which will serve as the main entrance to the new Linden Park recreation center. Project improvements include the installation of new curb and gutter, sidewalk on the west side, storm sewer, street lighting, new ADA curb ramps at the intersections, and required post construction BMPs.

Polaris Parkway at Orion Place

Description and Benefits:

The City of Columbus, the Ohio Department of Transportation and Mid-Ohio Regional Planning Commission are collaborating to improve the intersection of Polaris Parkway and Orion Place. Limits: Polaris Parkway between I-71 and Olde Worthington Road; Orion Place between County Line Road and approximately 700 feet north of Polaris Parkway. The planned improvements will reduce traffic congestion, improve safety and upgrade pedestrian facilities, including:

  • Widening Polaris Parkway and Orion Place in order to add turn lanes; resurfacing as needed
  • Adding curbs, gutters, sidewalks, Americans with Disabilities Act-compliant curb ramps and a shared-use path on east side of Orion Place and south side of Polaris Parkway
  • Constructing a roundabout at intersection of Orion Place and Olde Worthington Road
  • Upgrading traffic signals, signage, pedestrian countdown timers and push-button signals at crosswalks

Safe Routes to School: McGuffey Road and Duxberry Avenue

This project will build sidewalks on both sides of McGuffey Road just North of Clinton Street to Duxberry Avenue and on Duxberry Avenue from Lexington Avenue to Hamilton Avenue. The intent of this project is to provide a complete pedestrian route along McGuffey Road and Duxberry Avenue by filling in gaps where sidewalk is missing.

Sinclair Rd - Culvert

Project Scope: This project will install new sidewalk along both sides of Sinclair Road from Morse Road to Strimple Avenue. The project will also replace the culvert over Bill Moose Run. The culvert will be designed and replaced first while the sidewalk is designed. The sidewalk will be installed once the remaining design work is complete.

SR 161 North Service Rd at Cleveland Ave - Intersection Improvements

This project consists of installing a new mast arm signal to stop the EB and SB movements at the intersection of the western leg of the service road north of SR161 with Cleveland Avenue. The raised median on the north leg of Cleveland Avenue will be adjusted to provide positive offset for the NB/SB left turn lanes.

SR315 at North Broadway

Description and Benefits:

This project will deliver enhancements to the SR315 at North Broadway/Olentangy River Road interchange and the surrounding area that will improve vehicular, bicycle and pedestrian access within the North Broadway and Olentangy River Road corridors to accommodate current and future development opportunities in the area. The project will be undertaken in multiple phases, for which a general schedule is provided below:

  1. Removal of ramp 6C - Completed Fall 2017
  2. Installation of the temporary SR315 alignment - Completed 2018
  3. Construction of OhioHealth Parkway - Completed Spring 2019
  4. Improvements to the North Broadway/OhioHealth Parkway intersection - Completed Summer 2019
  5. Improvements to Health Community Way - In Progress (see below)
  6. Replacement of the water main in Olentangy River Road - Completed Fall 2019
  7. Interchange improvements including the construction of a new southbound exit ramp from SR315 to North Broadway and modifications to Olentangy River Road, North Broadway, and Thomas Lane - In Progress (see below)

Progress Update (As of 01-28-2020)

  • Entrance ramp from N Broadway eastbound to SR 315 southboundand retention pond expansion:
    • This work began in January and is anticipated to continue through March/April. The target is to have the new ramp open by the end of February, weather permitting.
  • Olentangy River Road at Thomas Lane:
    • Starting in January signal work continued in this intersection and will continue through the spring.
    • February/March crews will be replacing the median islands on Olentangy River Road as well as the crosswalk island at Thomas/White Cross.
  • North Broadway/Hospital Drive Entrance:
    • April/May work will begin reconstructing the intersection at the south entrance to Riverside Methodist Hospital. The first phase of work will be on the northeast and southeast corners of the intersection. The second phase will be on the northwest corner of the intersection. Each phase is anticipated to last a month.
    • Signal and lighting work is anticipated to continue through the winter and spring.
  • Olentangy River Road at North Broadway:
    • Signal and street lighting work will be on-going beginning in February through the spring in this intersection.
    • Sidewalk completion will also begin hopefully in March, weather permitting.
  • Olentangy River Road and Healthy Community Way:
    • Signal work in the intersection resumed in January and will continue through spring.
    • Sidewalk completion will also begin hopefully in March, weather permitting.
  • Resurfacing of Olentangy River Road:
    • Anticipated to begin resurfacing of Olentangy River Road, Healthy Community Way, and Thomas Lane in late April/May pending completion of signal.
  • Resurfacing of North Broadway:
    • Resurfacing of North Broadway will take place following the intersection improvements at Hospital Drive. Tentative to begin in June.
  • Resurfacing of SR-315:
    • Due to temperatures, this work is anticipated to take place beginning early June/July.

There is also median light pole work to be completed in spring/summer.

Wilson Rd Shared-Use-Path

Project Scope: This project will construct a shared-use path along the west side of Wilson road from Sullivant Avenue to Broad Street. Connections will also be made to Freemont Street. The bridge deck on the structure over the Camp Chase Railroad will be replaced along with this project as well. All of the bridge work is being funded by Franklin County.

Projects In Design

W. 3rd Avenue Between Edgehill Road and Fire Station

The city of Columbus is continuing its initiative to improve the public infrastructure on West 3rd Avenue between Olentangy River Road and Edgehill Road. The project will facilitate traffic flow, improve safety and provide pedestrian and bicyclist accommodations. Construction on the final phase began December 5, 2016, and the majority of work is scheduled to be completed by December 31, 2019, subject to weather conditions. Landscaping to occur in the Spring of 2020.

Ongoing Work as of November 6, 2019:

3rd Avenue will remain closed until November 22nd when 2-way traffic will resume. The shared use path and sidewalk, along with Rail Street will be constructed once 3rd Avenue is open to 2-way traffic.

Primary Detour: Westbound traffic shall be detoured at Olentangy River Road North to W. Fifth Avenue, then west to Northwest Boulevard, and finally south back to W. Third Avenue, OR Olentangy River Road South to Goodale Boulevard, then West to Northwest Boulevard, and finally north back to W. Third Avenue.

Secondary Detour: Westbound traffic shall be detoured at Olentangy River Road North to W. 5th Avenue, then West to Edgehill Road, and finally south back to W. Third Avenue, OR Olentangy River Road South to Goodale Boulevard, then west to Bobcat Avenue, and finally north back to W. Third Avenue.

Improvements include:

3rd Avenue, approximately 375 feet west and 400 feet east of the CSX railroad bridge

  • Widen and reconstruct roadway

Ann Street and 17th Street Sidewalks

Description and Benefits:

A Safe Routes to Schools funded project will build sidewalks on the west side of 17th Street between Markison Avenue and Frebis Avenue, the west side of Ann Street between Frebis Avenue and Mithoff Street and between the alley south of Stewart Avenue to Stewart Avenue, and the east side of Ann Street between Stewart Avenue and E Whittier Street. Installation of sidewalk will include curb ramps, drive approaches, curb with the required drainage improvements associated with the curb installation. Approximately 3500 LF of sidewalk will be constructed.

Arterial Street Rehabilitation - Hudson Street - I-71 to Cleveland Ave

Description and Benefits:

The project will reconstruct Hudson Street from I-71 to Cleveland Avenue. The reconstruction will include installing new curb, reconstruction and modification to the existing median on the east leg of the I-71 at Hudson intersection, sidewalk on the north side, a shared used path on the south side, street trees, new traffic signals, storm sewers, a new 24” water main, and new ADA curb ramps at intersections.

Avery Rd Widening - Arterial Street Rehabilitation

This project will reconstruct and widen Avery Road from the CSX railroad tracks to a point determined in design as needed to tie-in near the south end of the Tuttle Crossing Boulevard project. The reconstructed roadway will be converted to a curb and gutter section with the addition of a 10' wide shared use path along the east side, sidewalk along the west side, street lighting, and street trees. The anticipated lane configuration is two through lanes in each direction with a two-way left turn lane or dedicated left turns at intersections. The final traffic control configuration will be determined via traffic analysis.

South of the railroad tracks, the existing roadway section is not anticipated to be modified with the exception of lane control modifications. Sidewalk will be extended south of the railroad tracks to Winters Run Road. Other complete street improvements south of the tracks will be determined in design following coordination with City of Hilliard and Franklin County.

The project is also anticipated to include a waterline extension along Avery Road, limits to be determined.

Broad Street at James Road - Intersection Improvement

Description and Benefits:

The intersection of SR 16 (E Broad) at CR 177 (N James) suffers from elevated crash rates due to the high number of left and right turns from James Road and conflicts with access to business driveways. The purpose of this project is to reduce crashes, improve traffic flow efficiency, and improve pedestrian access and safety at this location.

Proposed Improvements

  • Construct dual southbound left-run lanes and provide protected-only southbound left-turn phasing
  • Construct exclusive right-turn lanes on northbound and southbound intersection approaches
  • Reconstruct existing signal and install signal back plates
  • Modify signal timings to reduce backups and stops

Cassady Avenue - Roadway Improvement Project

Project Scope: Cassady Avenue improvements consist of the full reconstruction of the roadway to a 3‐lane, curb and gutter section with additional turn lanes at the intersection with E. 5th Avenue. Sidewalk will be placed along the east side and a shared use path along the west side. Additional improvements include traffic signal replacement, street lighting, street trees where feasible, and storm sewer. Electric distribution and water line systems are anticipated to be impacted. The 12" water line between Avalon Place and E. 5th Avenue will be replaced with a new 12" line.

E. 5th Avenue improvements consist of roadway reconstruction with additional turn lanes at the intersection with Cassady Avenue. The sidewalk will be replaced along both sides and lighting and utility systems replaced/relocated as necessary. Additional improvements include street lighting, street trees where feasible, and storm sewer.

Celebrate One Sidewalks - Hamilton Ave and Briarwood Ave

Description and Benefits:

This project scope consists of constructing sidewalks along the east side of Hamilton Avenue from Briarwood Avenue to Linden Park Drive and along the north side of Briarwood Avenue from Hamilton Avenue to Linden Park Drive. Improvements on Hamilton Avenue will also include the installation of a parallel parking lane along the east side of Hamilton Avenue. Cleveland Avenue Pedestrian Improvements (PID108642)

Description and Benefits:

The project includes pedestrian improvements at seven intersections along Cleveland Avenue: Camden Avenue, E. 19th Avenue, Kenmore Road, Republic Avenue, Lakeview Avenue, Agler Road, and Lehner Road. Improvements consist of the installation of enhanced crosswalk markings, the installation of Rectangular Rapid Flashing Beacons (RRFB's) or Pedestrian Hybrid Beacons (PHB's) at each intersection and installation of new ADA-compliant curb ramps. Minimal pavement resurfacing is required where enhanced crosswalks are being installed and signage/striping will be updated to accommodate these improvements.

Columbus Traffic Signal System Project Phase E

Description and Benefits:

The existing Columbus Traffic Signal System (CTSS) was conceived and initiated in the 1970's and provided state-of-the-art control for its time. The system allows for monitoring and operation of more than 1,000 signalized intersections, co-existence/operation of traffic surveillance cameras, and emergency pre-emption. The City of Columbus is implementing infrastructure changes to migrate the CTSS to an open architecture that can serve central Ohio stakeholders with system connectivity and interoperability. Future investments for the CTSS will continue to build upon previous investments as specified by the Columbus Traffic Signal System Assessment and Strategic Plan, November 2005. CTSS Phase E is the fifth phase in a series of projects to migrate all Columbus traffic signals to a new central traffic control system. This project includes approximately 220 signalized intersections including 14 Franklin County intersections.

This phase replaces outdated traffic signal controller and communications equipment. Fiber optic cable communications will be used to communicate to the intersections. Existing traffic surveillance cameras will be upgraded and new surveillance cameras are added to this phase. This phase expands the ability for interagency data exchange for the Department of Public Service and Department of Technology as part of the Citywide Connectivity and TechColumbus goals with other agencies in the metropolitan Columbus region. The design will support regional integration activities and the communications approach recommended by the Signal System Assessment and Strategic Plan.

Columbus Traffic Signal System Project Phase F

Benefits and Description of Project:

The system allows for monitoring and operating more than 1,000 signalized intersections, co-existence/operation of traffic surveillance cameras, and emergency pre-emption. The City of Columbus is implementing infrastructure changes to migrate the CTSS to an open architecture that can serve central Ohio stakeholders with system connectivity and interoperability. Future investments for the CTSS will continue to build upon previous investments as specified by the Columbus Traffic Signal System Assessment and Strategic Plan, November 2005.

CTSS Phase F is the sixth phase in a series of projects to migrate all Columbus traffic signals to a new central traffic control system. This project will upgrade traffic signal and communications infrastructure at approximately 175 intersections citywide. The communications network will be expanded at 50 intersections already connected to the CTSS central system located at the Columbus Traffic Management Center, and 75 traffic signals will be added to the system.

In addition, the project will add roadside unit equipment for connected vehicle operations at 50 intersections. Six proposed fiber optic access communications node sites and 35 CCTV traffic flow monitors will also be constructed as part of the project. This will be accomplished by installing new fiber optic interconnect cable underground in trenched and bored conduit, or aerially along proposed and existing utility poles.

Phase F expands the ability for interagency data exchange for the Department of Public Service and Department of Technology, as part of the Citywide Connectivity and TechColumbus goals, with other agencies in the metropolitan Columbus region. The design will support regional integration activities and the communications approach recommended by the Signal System Assessment and Strategic Plan.

Dividend Drive - Roadway Improvement Project

Description and Benefits:

This project consists of reconstruction of Dividend Drive and Equity Drive. Dividend Drive will be reconstructed from Equity Drive to Diplomacy Drive. Equity Drive will be reconstructed from O'Brien Road to the railroad track. This project will ensure that industrial concrete streets in the Westbelt Industrial Park receive the appropriate maintenance necessary to extend the pavement life, improve safety, and meet motorist expectations.

Dublin-Granville Rd at Ulry Rd - Intersection Improvements

This project will Widen Dublin-Granville Road at the intersection of Ulry Road to provide an eastbound left turn land and a west bound right turn lane. Dublin Granville Road will also be widened and reconstructed between Ulry Road and Old Hamilton Road to accommodate a two way left Turn. Improvements will include the replacement of the traffic signal at the intersection of Dublin Granville Road and Ulry Road, the addition of sidewalk along the south side of Dublin Granville Road, a shared use path (10 foot bike path) from Ulry Road to 110ft west of Conifer Drive, street trees, curb, storm sewer, and street lighting.

East Broad Street Widening

Description and Benefits:

This is the first phase of a major widening project to construct new through and turn lanes of various configurations in the East Broad Street corridor from the east side of the I-270 interchange to the intersection of E. Broad Street and Reynoldsburg-New Albany Road. This first phase will construct new pavement for the widening and resurfacing of the existing pavement from the I-270 interchange to Outerbelt Street and will include traffic signal improvements; addition of a shared use path, sidewalk, street lighting, street trees, signal interconnect conduit; and incidental improvements such as drainage, traffic control, sediment and erosion control, water adjustments, and maintenance of traffic.

Hilliard Rome Road at Feder Road

Description and Benefits:

The city of Columbus, the Ohio Department of Transportation and the Mid-Ohio Regional Planning Commission are collaborating to improve the intersection of Hilliard-Rome Road at Feder Road and Fisher Road. The project will reduce traffic congestion, improve safety and provide pedestrian and bicyclist accommodations. Improvements to the Hilliard-Rome Road & I-70 interchange are also planned.

Current plans include:

  • Widening Hilliard-Rome and Fisher roads in order to add turn and through lanes
  • Building sidewalks, curbs and gutters on both sides of Feder and Fisher roads plus both sides of Hilliard-Rome Road south of Fisher Road
  • Constructing Americans with Disabilities Act-compliant curb ramps
  • Adding six-foot-wide bike lanes on both sides of Feder and Fisher roads
  • Adding a service road with traffic signal at intersection of Feder Road & Hartford Village Boulevard
  • Upgrading traffic signals, signage, pedestrian countdown timers and push-button signals at crosswalks

Hilltop West Broad Streetscape

Description and Benefits:

This project will deliver enhancements to West Broad Street in the Hilltop from the City's western corporation limit just east of Wilson Road to Terrace Avenue. A streetscape project was completed on W. Broad Street between Terrace Avenue and Highland Avenue in 2016. This new project will pick up at the western terminus of the previous streetscape with improved sidewalks, traffic signals, crosswalks, street lighting, and street trees. Upgrades to the traffic signals, crosswalks, and street lighting within the limits of the 2016 project will also be performed.

Current Status (as of 4/2020)

This project could be incorporated into a larger project at a future date. The project is being placed on hold.

I-70 and I-71 Corridor

The I-70 and I-71 corridor in Downtown Columbus is one of the busiest and most vital sections of highway in the region. It serves approximately 150,000 vehicles and 17,000 trucks per day, yet accounts for 27% of all accidents on I-70 and I-71 in Franklin County. The corridor improvement will reduce the number of entrance/exit ramps from nineteen to thirteen on this 1.5-mile stretch of highway, while introducing new collector-distributer urban avenues into and out of the Downtown area. The finished project will help reconnect neighborhoods to Downtown, promote economic development opportunities along the corridor and within surrounding neighborhoods, and provide a safer transportation environment for pedestrians, bicyclists, and motorists.

Initial project concepts, phases, and schedules were derived between 2006 and 2010. Alternatives for the collector-distributer urban avenues were ultimately determined in 2010, with design of multiple phases initiated soon afterwards.

Phase 1 was completed in 2014, which includes the I-670 and I-71 North Interchange, improvements to Cleveland Avenue, Jack Gibbs Boulevard, Leonard Avenue, and St. Clair Avenue, new urban avenues Lester Drive and Elijah Pierce Avenue, as well as the Spring Street and Long Street bridge crossings, cap, and cultural wall.

Phase 2, which is focused on the I-70 and I-71 East Interchange, has been divided up into multiple phases, which started construction in 2013.

Phase 2A, also known as the Africentric School retaining wall, was completed in 2013. This constructed a new retaining wall on the south side of I-70 west of Grant Street.

Phase 2B, which provided necessary storm-water outlet facilities for the Columbus Crossroads project area, installing new storm sewers along Fulton Street between Short Street and Front Street, was completed in 2017.

Phase 2C, also known as the Mound Street connector, was completed in 2016. This constructed a new bridge from westbound I-70 to Mound Street, along with improvements to Mound Street from Fourth Street to Washington Avenue. It also completed construction of the 18th Street bridge over I-70.

Phases 2D (the I-70 and I-71 east interchange) while currently under design, is not expected to begin construction until beyond 2025, per ODOT's schedule. This project includes improvements to the Main Street bridge.

Phase 2E started construction in 2019, with a planned construction completion in 2021. This project constructs a new Fulton Street bridge to eastbound I-70, closes the existing Third Street entrance ramp to eastbound I-70, makes improvements and converts Fulton Street to eastbound from Third Street to Fourth Street, makes improvements to Parsons Avenue at Mooberry Street, and makes improvements to Mooberry Street between Parsons Avenue and 18th Street.

Phase 2G was completed in 2019, which reconstructed the Grant Street bridge over I-70, made improvements and converted Mound Street to westbound between High Street and Fourth Street, and made improvements and converted Fulton Street to eastbound between Fourth Street and Washington Boulevard.

Phase 3, which is primarily the I-71 East freeway and urban avenues, is currently divided into two separate phases.

Phase 3, while currently under design, is not scheduled to start construction until beyond 2025, per ODOT's schedule. The project limits are I-71 between Main Street and Broad Street, and will include work on Lester Drive, Elijah Pierce and Parsons Avenue, along with the Town Street and Oak Street bridges.

Phase 3B is scheduled to start construction in 2020 and be completed in 2021, which will include work on I-71 between Broad Street and Long Street, the Broad Street bridge over I-71, and Lester Drive and Elijah Pierce Boulevard between Broad Street and Long Street.

Phase 4, which is primarily the I-70 South freeway and bridge crossings, is currently under design, and is divided into multiple phases, including:

Phase 4A includes work on the existing eastbound south innerbelt at Front St and High St.

Phase 4B, while currently in design, is not scheduled to start construction until 2023, per ODOT's schedule. The project reconstructs the High Street, Third Street and Fourth Street bridges over I-70.

Phase 4R, is scheduled to start construction in 2020, with a planned construction completion in 2023. The project constructs a new ramp and bridge from eastbound I-70 to Fulton Street, reconstructs the Front Street bridge over I-70, makes improvements to Livingston Avenue between Front Street and High Street including conversion to two-way traffic, makes improvements to Fulton Street between Front Street and High Street including conversion to one-way eastbound, makes improvements to Mound Street between Front Street and High Street including conversion to one-way westbound, and improvements to Front Street between Livingston Avenue and Mound Street including conversion to two-way traffic.

Phase 5, is primarily the rehabilitation of I-70 between 18th Street and Fairwood Avenue including the Ohio, Champion, Linwood, Miller, and Kelton bridges. This project is not scheduled to start construction until 2035 per ODOT's current schedule.

Phase 6, which is focused on the I-70, I-71, and SR-315 West interchange, has been divided up into multiple phases.

Phase 6A includes work on the existing westbound south innerbelt at Front St and High St.

Phase 6R, is scheduled to start construction in 2021, with a planned construction completion in 2024. The project constructs a new ramp and bridge from Mound Street onto westbound I-70, makes improvements to Mound Street between Short Street and Front Street, and makes improvements to Short Street between Fulton Street and Mound Street.

Phases 6B, 6C, and 6D include improvements to the west interchange, including roadways, ramps, and bridges north on SR-315 to Broad Street, west on I-70 to Central Avenue, and south on I-71 to Greenlawn Avenue. These projects are not scheduled to start construction until 2035 per ODOT's current schedule.

Long Street, Parsons Avenue and Livingston Avenue, which have direct connections to the urban avenues or segments of the I-70 / I-71 corridor, are city funded improvements to complete connections between ODOT's improvements and City adjacent neighborhoods.

Federal, state, and local dollars are being pulled together for design, right-of-way acquisition, utility undergrounding, construction, and construction management. Funding is subject to future allocations through the Ohio Department of Transportation's Transportation Review Advisory Council (TRAC) and Columbus City Council.

Little Turtle Way - Roadway Improvement Project

Livingston Avenue Improvements

This project will reconstruct and widen Livingston Avenue from Front Street to Kennedy Drive in three separate phases. The project will also include bike lanes, curb extensions where parking is permitted, new sidewalks, intersection upgrades, streetscape enhancements and new street lighting. All aerial utilities will be relocated underground, new storm sewer and water main will also be installed. Sandstone curb will be used on this project.

Phase A: Livingston Avenue between Front Street and High Street. This phase of the project is led by the Ohio Department of Transportation (ODOT), and is part of the Columbus Crossroads Project Phase 4A. Construction is anticipated to start in 2020 pending funding.

Phase B: Livingston Avenue between High Street and 5th Street. This phase of the project will convert Livingston Avenue to two-way traffic. The design of this project is in progress. Construction is anticipated to start in 2020, pending completion of ODOT's Columbus Crossroads Project Phases 2D and 4R. Estimated construction cost: $8.0 million

Phase C: Livingston Avenue between 5th Street and Kennedy Drive. The design of this project is in progress, with construction anticipated to start in 2018. Private utility relocation is in progress. Estimated construction cost: $10.25 million

Maintenance of Traffic: Two-way traffic will be maintained at all times during construction.

Refugee Road Sidewalk and Shared-Use Path between Hamilton Road and Winchester Pike

Project Scope: The project will create new and upgraded pedestrian facilities along Refugee Road between Winchester Pike and Hamilton Road, connecting with infrastructure improvements planned for Hamilton Road between Interstate 70 and Refugee Road. The finished project will enable pedestrians and bicyclists to reach retail, churches, post office and other establishments without traveling in the street or berm. The project between Hamilton Road and Winchester Pike will:

Refugee Rd at Winchester Pike

Sinclair Road Improvements

The City of Columbus is currently in the design phase of a roadway improvement project along Sinclair Road. The project begins at Morse Road and extends north to Strimple Avenue. The roadway improvements will include the following items:

  • Construction of sidewalk along both sides of Sinclair Road between Morse Road and Strimple Avenue.
  • Construction of sidewalk along both sides of Strimple Avenue between Morse Road and the existing sidewalks approximately 120 feet east of Morse Road.
  • Improvements to the roadway drainage along Sinclair Road; especially between Freeway Drive South and Freeway Drive North.
  • Installation of ADA accessible curb ramps at intersections.
  • Resurfacing of Sinclair Road from approximately Freeway Drive South to Strimple Avenue.

SR 161 at Karl Rd

Description and Benefits:

This is the second project along the SR 161 from I-71 to Cleveland Ave corridor. This safety portion of this project will add a mini roundabout and median along the northern approach of the intersection of Karl Rd with SR 161 and install pedestrian facilities along the roadway. The traffic signal at this intersection will also be reconstructed to accommodate these modifications as part of the safety project.

Sullivant Avenue Comprehensive Streetscape Improvement Project

The Department of Public Service is leading a comprehensive roadway rehabilitation project on Sullivant Avenue between I-70 and Hague Avenue. This $10 million investment on nearly two miles of Sullivant is part of Mayor Ginther's multi-department revitalization plan for the corridor to support and empower the neighborhood.

Infrastructure improvements are being completed by the Divisions of Design and Construction, Infrastructure Management and Traffic Management, including:

In 2020, nearly 2,800 feet of sidewalk on the north side of Sullivant was repaired or replaced to ensure safe and equitable access for all users. Similar sidewalk improvements are being made in 2021 on the south side of the street.

Roadway surface improvements made in 2020 included 73,100 feet of crack sealing. Surface treatment was completed on alleys running north and south of Sullivant between I-70 and Hague Avenue.

Design and engineering is in progress to construct curb extensions, bus bulbs and parklet areas in 2022 that increase safety, space and access for pedestrians and COTA users and shorten the distance to cross the street.

In 2021 and 2022, work will continue to relocate utility poles, install new LED street lights and upgrade traffic signals.

Worthington Woods Blvd - Shared Use Path

Description and Benefits:

This project consists of approximately 7,700 feet of shared use path on the south/east side of Worthington Woods Boulevard from Sancus Boulevard to Park Road and along the south side of Park Road from Worthington Woods Blvd to Deer Creek Dr (northern intersection). In addition, sidewalk will be installed on the north side of Park Road from Worthington Woods Blvd to Deer Creek Drive. Curb and gutter will be installed as needed where the available space between the edge of pavement and right-of-way does not allow for an open drainage system and SUP or sidewalk installation. Storm sewer facilities will also be installed in conjunction with the curb addition.

  • Construction: Fall 2021 - Late 2022, subject to funding approval by City Council and weather conditions
