Officers located the victim, Mr. Garland W. Willoughby, inside the apartment. Mr. Willoughby sustained multiple gunshot wounds and was transported by CFD Medic 31 to Mount Carmel West hospital where he was pronounced deceased by Dr. J. Turner on Wednesday, February 12, 2014, at 12:49 a.m.
