Lee Ellen Area Water Line Improvements

CIP# 690236-100128

The Lee Ellen Place Area Water Line Improvements project will be constructed as part of the Division of Water’s (DOW) Replacement and Rehabilitation (R&R) Program.

This project is located in the South Side and Far South Areas (see map(PDF, 303KB)).  The goal of this project is to replace existing 6-inch, 8-inch, and 12-inch water mains that have a high break frequency with new ductile iron and/or PVC mains.  Replacement of these water mains will improve water service, decrease burden on water maintenance operations, and reduce water loss.

The project will include approximately 9,900 linear feet of water main replacement. Along with the installation of new water mains, the project will also include new fire hydrant installations and water service transfers.

Construction is expected to begin in the winter of 2023 and end in the spring of 2025.

Prior to construction, the Neighborhood Liaisons will be contacted and informed of the project. Further community outreach may result though the Neighborhood Liaison Program. Notification letters will also be mailed out in advance to residents located near the project area. These letters will provide detailed information regarding the project and important contact numbers.

The DOW plans to fund this project with a below market-rate loan through the Ohio EPA’s Water Supply Revolving Loan Account (WSRLA) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the DOW to determine the project’s eligibility for the program.

The Ohio EPA has completed a Limited Environmental Review (LER) for this project. View the LER(PDF, 648KB) and the letter of "Notice of Issuance of a Limited Environmental Review and Finding of No Significant Impact.”
