Holton Park and Eureka Avenue Green Infrastructure Improvements

The Holton Park and Eureka Avenue Green Infrastructure Project involves the construction of stormwater improvements in the City’s North Hilltop neighborhood. Improvements include a green infrastructure stormwater basin that is a shallow-depth bioretention basin with a tiered-wall which will provide water quality treatment for area stormwater. Minor modifications will be made to the existing stormwater system in order to convey stormwater into the new basin. 

The preferred location for this green infrastructure improvement at Holton Park is an existing open space area located in the southeast corner of the park. The Holton Park improvement area is currently turf-grass open space and is bounded by North Eureka Avenue to the east, Glenview Boulevard to the south and the parking lot to the west. Pending final approval from OEPA, construction will start in spring 2020 and be completed by early 2021.

Financing for this project is being provided through a below-market rate loan obtained from the OEPA’s Water Pollution Control Loan Fund (WPCLF) and the debt is being serviced through the City of Columbus Stormwater utility fees.
